Standard 8mm

I have had to explain this to lots of people, even people I would have expected to know more about this than me. (Especially them, because I seek them out to ask questions, and then end up explaining it to them.) But here goes:

Here are some common low-budget film formats. I will be focusing on Standard 8mm, which is different from Super 8mm.

8mm stock is 16mm wide, but has twice as many sprocket holes.

When filming, an 8mm camera records on one half of the film. When you reach the end of the roll, you turn it around backwards and run it the other way. This results in something like this:

After you develop the film, you can then split the film down the middle.

You could also run un-split 8mm film through a 16mm projector.

What interests me about this is that you can theoretically convert any silent 16mm stock into 8mm stock, if you have a method of punching the sprocket holes.

Arbitrary rules

What is the term for when a purpose behind a regulation is not at all clear?

I was doing my taxes and calculating my Education Property Tax Credit. One aspect of this irks me. It explicitly states on the form that, “If you shared accommodation … only one of you can claim an education property tax credit …”

I have a room-mate, so one of us claims the credit and we split the results.

But I’ll explain the math with as little math as possible. The credit you are allowed is the lower of two numbers. One number is based on the amount you’ve paid in rent. (20% of rent, minus $250) The other is inversely based on your income. (one percent of income subtracted from $675)

Suppose you have three people, each making $20 000 a year. One of them rents a bachelor apartment for $303 per month, and the other two share a $606 per month two-bedroom apartment. The first will get a $475 tax credit to himself, the last two will have the same amount split between them.

It seems kind of arbitrary to me why there would be this disparity based on whether or not someone has a room-mate. The tax forms, of course, don’t explain if there’s a reason we can’t just each claim half the rent.

For another example of byzantine and arbitrary regulations, see the Liquor Control Act.

Here’s a table:

Requirements Food to meal profit ratio Required Capacity Hours Sunday Hours
DINING ROOM Kitchen, served only with meal 40/60 15 9:00 to 2:00 am 11:00 to 2:00 am
COCKTAIL LOUNGE Kitchen 40/60 15 9:00 to 2:00 am 11:00 to 2:00 am
BEVERAGE ROOM Attached to hotel with kitchen 15 9:00 to 2:00 am noon to midnight
CABARET Live entertainment on that day, kitchen 10/90 200 9:00 to 2:00 am noon to midnight
SPORTS FACILITY sports activity available, kitchen 15 9:00 to 2:00 am 11:00 to 2:00 am
PRIVATE CLUB Members and guests only permitted, non-profit 15 9:00 to 2:00 am Varies
BEER VENDOR Attached to hotel, no drinking on-premise 15 9:00 to 2:30 am noon to midnight
SPECTATOR ACTIVITIES Live entertainment at that moment 15 9:00 to 2:00 am 11:00 to 2:00 am

But the trouble is that the reasons behind these rules are not clear. Why does a vendor need to be on the premises of a hotel? Why does a cabaret have a higher minimum size than any other license? Why does a “Beverage Room” have different Sunday hours than a “Cocktail Lounge?”

As a rule, any rule should be able to justify itself.

Printed movie

A link I got via Boing Boing:

http://www.jemof.com/epfp.html

Someone created a short clip by printing the frames of a video out onto transparencies (using an ordinary inkjet printer) and then taping them together as a film strip.
